Does anybody know which insurance provider is better than the other if you are a Federal Employee? Aetna or BC

In my office we have better luck w/ Aetna...blue cross usually is just a fee schedule which means they will only pay a certain amout towards a procedure vs a percentage. Example: Aetna may pay 80% of there reasonable %26 customary fee for a fillings vs BCBS may only pay $25.00 for a filling.
